The Expression of Interest (EOI): UB/EOI 2023/2024-01

Reference is made to the above-mentioned EOI which was published on UB website on the 18th March 2024.The EOI document is amended through the response to clarifications provided below:
- We are currently preparing the EOI and kindly request the following additional information:
  - SG diagram of the site (UB plot 54195)
  - The location of the services connection points (water, sewer and electricity)
  - Confirmation of capacity of services for high density student housing
  - The timeframe for the concession period: is 20 - 25 years in line?
  - Status and requirements of the EIA and EMP
  - Zoning certificate and conditions
  - A copy of the UB Physical Planning Policy
ANSWER

- - - SG diagram of the site attached - appendix 1.
    - Location of the services connection points (water, sewer and electricity) refer attached - appendix 2.
    - Capacity of services as follow;
      - Electricity – confirmed, electricity of the Gaborone campus was upgraded in 2018/19
      - Water – confirmed, however booster tanks advised to be included to maintain good water pressure in high density student housing
      - Sewer – there is an existing sewer line and pump house near the site. However, this may need to be upgraded as the current sewer is strained.
    - Concession period will be determined by the bidder’s proposal. The suggested 20 to 25 years is reasonable.
    - For EIA and EMP the project will provide (comply) in accordance to Department of Environmental Affairs requirements. To be duly undertaken by the successful bidder (s).
    - The site is within the UB Gaborone main campus. The UB is in possession of an approved 2009 Campus Masterplan which earmarked the project site for student accommodation - appendix 3.
    - A copy of the Draft UB Physical Planning Policy is attached – appendix 4.

In reference to your EOI: UB/EOI 2023/2024-01, please assist in addressing the following pertinent queries on this proposed project:
1. Revenue Source:
  - Will UB sign a Head Lease on the student beds to be developed,
  - and also please provide an indication of the rate per bed per annum on campus students currently pay the University for accommodation at your Gaborone Campus, the location for the subject development.
2. Please indicate UB’s preferred concession tenure.
3. What is the principle UB applies to on campus student accommodation, are students paying their own electricity and water consumption on a monthly basis, or is it included (maybe capped?) into the bed rates, as alluded to in point 1 above.
4. In the design, do we assume that the students to be accommodated will be serviced by the existing facilities i.e. refectory, medical bay, convenience store and pause/entertainment areas or should we include?

ANSWER

- 1. Revenue sources
    - Will UB sign a Head Lease on the student beds to be developed? – Yes.
    - UB currently charging per student bed rates as follows;
      *UB has 2 semesters*
      - Undergraduates = BPW 4,285.00 per bed, per semester
      - Post graduates = BPW 6,955.00 per bed, per semester
      - Vacation accommodation is P120.00 per bed, per night.
      Note: Postgraduates also have an option to stay for the whole academic year including vacation; when they pick this option the vacation accommodation is charged a flat rate of P 2 820.00 instead of the nightly rate.
  2. Concession tenure - to be determined by the bidder’s proposal.
  3. UB principle - utilities are included in the student-bed rates.
  4. The proposed design may include some facilities that are deemed important to the finance structure. As a minimum UB would want you to include: a computer room, medical bay, entertainment areas and secure clothes hanging areas with a few hand-wash troughs.

1. Student Accommodation Tender [UBT 2023/2024 -02] was floated by the University last year, June 2023.
    a. Is this year’s tender an additional tender to build more rooms or a re-publication of the previous tender?
    b. If this is a re-tender, why was the previous tender terminated by the University?
2. Any expectations on how soon the University would like to have the project started or completed by?
3. This project is for 1500 beds yet the demand is said to grow from 4078 beds to 7500 beds.
    a. Over what timeframe is this growth anticipated?
4. Are there any minimum specifications required for the Student Accommodation Buildings?
5. What are the site dimensions for build up, land area available?
6. Expected duration of the partnership agreement with bidders.
    a. Will the partnership agreement duration be subject to the duration envisioned by the bidders for this project or does the University have a preferred duration?
7. Will bidders reserve a right to transfer/sell ownership of the facilities to 3rd party companies to operate & maintain the facilities before the partnership agreement ends?

ANSWER

Last year’s tender

It is a re-tender, for brick and mortar student accommodation.

There was no award

The project is needed urgently therefore, needs to be started as soon as possible.

Project is for a total of 2,000 beds (1,500 undergraduate and 500 postgraduate)

Other methods of providing student housing are pursued such as renovation of some existing offices to provide student accommodation. Timeframe is within 5 years in line with UB strategy.

Minimum specifications

Some overall requirements are provided in tender ITT under section 4.1 A,B and C.

Policy For Students With Disabilities – appendix 6.

Site dimension = 4.8 hectares – refer appendix 1.

Expected duration of partnership = proposed and agreed Concession Period.

No, transfer or sell to others will not be allowable. The property will transfer back to UB at the end of the agreed concession period.

Kindly receive our following enquiries regarding the subject.
1. Will the University be providing a head lease for the accommodation units on the proposed development? Asked differently, that is, will the University be placing students in the proposed accommodation for rental upon completion? (this would effectively underwrite the returns on the proposed development for the investors by placing students in the units and have rentals being paid to the student accommodation on annual basis to the developer/investor).
2. Does the University already have a lease-period for the land, as this will be greatly affecting the return profile on the development, which is a risk the University may mitigate by underwriting a certain income to the property?
3. Is the university willing to rollout the total number of the proposed development in phases i.e. +- 500 beds per phase? This will allow for better absorption by the market, whilst supporting the growth of the student accommodation and overall student population?
4. What is the University currently charging per bed?

ANSWER

Head lease? Yes, UB will be placing students in the proposed student housing upon completion.

Payment will be by semester.

Yes, Plot 54195 has a 50 year lease on a Deed of fixed period state grant, issued on 13/12/2019.

Proposals for phased roll out will be considered based on the bid-proposal.

Current charges per bed are as follows;

EOI is open to all interested entities/parties irrespective of their citizenship holdings.
