Applications are invited from nationals of SEACMEQ member countries (Angola, Botswana, eSwatini, Kenya, Lesotho, Malawi, Mauritius, Mozambique, Namibia, Seychelles, South Africa, Tanzania, Uganda, Zambia and Zimbabwe) who are residing in Botswana for the position of Finance and Administrative Officer at the Southern and Eastern Africa Consortium for Monitoring Educational Quality (SEACMEQ) which is a consortium of Ministries of Education.
General Responsibilities
Under the overall guidance and supervision of the Deputy Executive Director ensures effective execution of financial and administrative services and processes, and transparent utilization of financial and administrative resources in the office. The Finance and Administrative Officer promotes a client-oriented approach consistent with SEACMEQ rules and regulations.
Duties
- Ensure full compliance with SEACMEQ rules and regulations of financial processes, financial records, reports and audit.
- Manage Bank Accounts.
- Follow-up on membership contributions.
- Prepare financial statements.
- Maintain internal expenditure control system.
- Manage payments.
- Manage cash receipts.
- Provide effective implementation of internal control framework.
- Facilitate mapping of finance business processes.
- Prepare budgets for SEACMEQ operational activities and projects.
- Prepare financial reports for donors and monitor use of funds and other resources.
- Submit financial reports to donors on a timely basis.
- Ensure timely accounts closure.
- Maintain proper filing system for finance records and documents.
- Timely review of cash position for local accounts to ensure sufficient funds on hand for disbursements.
- Timely identification and recording of receipts for income application.
- Timely preparation of monthly cash-flow forecast for use by management.
- Ensure timely and accurate bank reconciliation, including documented review of exceptions.
- Preparation of bank reconciliations.
- Provide human resources management.
- Manage and administer transport and travel.
- Manage office assets

- Displays cultural, gender religion, race, nationality and age sensitivity and adaptability
- Extensive knowledge in dealing with international currencies
- Ability to perform a variety of specialized activities related to financial and human resources management, including formulating budgets, maintaining Accounts Receivables and Accounts Payables, making transactions, reporting.
- Sound knowledge of financial and human resources’ rules and regulations.
- Strong IT skills.
- An ethical approach to Human Resources.
- Focuses on result for the client.
Required Qualifications
- Graduate degree in business administration or other relevant area
- Professional Qualification in Accounting and Finance or related field will be an advantage.
Experience
- Minimum of three (3) years’ administrative and finance at national or international level.
- Proficient computer skills with advanced skills on MS Office applications including Excel.
- Excellent knowledge of English and another official language will be an asset.
