Health Information Management & Surveillance Systems Consultant (2 Months Duration)

Background: A consultant is required to conduct an assessment of current health information management and surveillance (HIMS) and update the priority disease list. This assessment will provide a comprehensive picture of the current surveillance systems in place, whether or not they communicate with each other, and how best to address the identified gaps and deficiencies while building upon existing strengths. The assessment will be done via interviews and a desk review. The consultant will interview key informants within MOHW in order to learn about the HIMS including surveillance systems and will review current and past health information and surveillance data including IDSR reports, morbidity and mortality reports and any other pertinent data sources to both assess the current systems and assist with updating the list threat, hazards, risk and diseases. A report will be produced to consolidate the findings and debriefing with DHMTs.
 
Duties: The successful candidate will be expected to: (i) assess Ministry of Health & Wellness (MoHW) policy, strategy and guidelines including training manuals, (ii) assess HIMS monitoring, evaluation and all diseases surveillance systems including tools, (iii) assess all registers, reporting and feed-back systems including electronic and web-based systems, (iv) assess MoHW HIMS indicators, priority and public health important diseases morbidity and mortality, (iv) review and/or update HIMS policy, strategy, guidelines, list of priority and public health important threats, hazards, and risks and disease, (v) review and update indicators, the list of threats, hazards, risks and diseases, in collaboration with the Department of Policy Development, Monitoring and Evaluation in MoHW, (vi) prepare a report and out-brief based on the assessment findings, and (vii) participate and present in a workshop with DHMT participants to review findings and update list, planned for mid-January
 
Qualifications
 
  • M.D/MBBS/MPH/MSc or equivalent First Medical Degree-Public Health
  • Extensive background in disease surveillance systems
  • Experience with health information management systems
  • Evidence of having published in peer-reviewed journals.
 
The consultancy will involve in-country travel visiting selected sites.
 
Reporting: The Consultant will report to University of Botswana PI and Ministry of Health and Wellness Department of Clinical Services.
