Synopsis: Historical evidence shows the powerful connection between Primary Health Care and Community Development. They both put people first. Communities would identify and prioritize their needs, harness internal and then outside resources to address these needs. These were done under the leadership of magosi with the support of mephato (regiments), village health and development committees, as well as religious and political leaders. The key to the success of that era were altruism, volunteerism and a sense of collective responsibility and allegiance to one another. Key sectors that benefited handsomely from the power of community efforts are the education sector through, for instance, junior community secondary schools and the University of Botswana; the health sector through health posts, many of which were later converted to clinics by Government; agriculture through which communities contributed to food reserves kept in communal repositories; communal water wells and such. Can communities still be empowered, re-tooled and mobilized into powerful engines of socio-economic development?
